"What [British program] Prevent is trying to do … are the sort of things you don't see happening much in places like France or Belgium. Britain has a structure in place to help people who may be vulnerable [to extremist influences], and that's the nature of this work," says Hannah Stuart, a terrorism expert at the Henry Jackson Society, a British think tank.
