GSA chief curbs, freezes hiring after spending scandal

Acting Administrator Dan Tangherlini says he is gutting bonuses for members of the Senior Executive Service by 85 percent and suspending all performance awards for the rest of the fiscal year.
Move is latest effort to reform the agency following a spending scandal that prompted a major shake-up in the department.
