Help me understand why we care that Congress exempted themselves and staffers from ObamaCare

I don’t understand why us conservatives are making such a big deal that Congress has exempted themselves and their staffers from the provisions of ObamaCare. I am hopeful that ObamaCare can be defunded or repealed, but the prime selling point of the law was that those individuals who were already covered by health insurance, would not be affected. Did that change? So if federal government employees, all of whom are already covered under existing federal health insurance, why do they need an exemption, and why are us conservatives making such a big deal of it?
