Rand Paul: Obama Needs To Admit That Congress, Not The President, Has The Authority To Declare War

Sen. Rand Paul (R-KY) joined the hosts of Fox & Friends on Wednesday where he talked about his contentious exchange with Secretary of State John Kerry during Tuesday's Senate Foreign Relations Committee hearing on the proposed military action against Syria. Paul said that he thought civilian deaths abroad, while a tragedy, are not a reason to go to war.
