Tennessee: NRA-Supported Bills Still Moving in the General Assembly

On Monday, the Tennessee Senate was scheduled to consider Senate Bill 2031.  The bill sponsor, state Senator Joey Hensley (R-28), substituted House Bill 1483, sponsored by state Representative Debra Moody (R-81), for SB 2031.  The Senate passed the HB 1483 substitute by a 28 to 2 vote and returned it to the House for concurrence on that substitute.  HB 1483 would remove all grandfathered local ordinances and resolutions enacted before April 8, 1986 relating to the prohibition or regulation of possession, transportation or storage of firearms and firearm ammunition by Handgun Carry Permit (HCP) holders.

Yesterday, the Senate Judiciary Committee unanimously passed Senate Bill 1774.  SB 1774, sponsored by state Senator Mike Bell (R-9), would allow a law-abiding gun owner to carry a firearm in his or her own vehicle without a HCP.  Today, its House companion, House Bill 1480, sponsored by state Representative Jeremy Faison (R-11), passed in the House Finance, Ways and Means Subcommittee by a voice vote.  HB 1480 will next be heard by the House Finance, Ways and Means Committee.  SB 1774 has been referred to the Senate Calendar Committee where it will be scheduled for a Senate floor vote.

Also today, the Senate Judiciary Committee passed Senate Bill 1612 by a 6 to 1 vote.  Sponsored by state Senator Mark Green (R-22), SB 1612 would strengthen the state firearms preemption statute by giving all authority relating to firearms laws and regulations to the General Assembly, with the exception of firearms discharge.  SB 1612 was referred to the Senate Calendar Committee to be scheduled for a Senate floor vote.  The companion to SB 1612, House Bill 1399, sponsored by state Representative Judd Matheny (R-47), passed in the House Civil Justice Committee last week and awaits a House floor vote.

Finally, the House Civil Justice Committee passed House Bill 1400 today by a voice vote.  HB 1400, sponsored by state Representative Tilman Goins (R-10), would extend the term or validity of a Tennessee HCP from four to five years.  HB 1400 now goes to the House Finance, Ways and Means Subcommittee for its consideration.

Please contact your state Senator and urge him or her to vote "YES" on SB 1774 and SB 1612.  Also, contact your state Representative and urge him or her to SUPPORT HB 1399.  Contact information for your state Senator can be found here and your state Representative can be found here.
