Clean Air Is Possible,
but Politics Is Impossible

I think I should bring you "up to speed" on the subject of carbon emissions.
As you must already know combustion of an HC fuel with O2 yields heat, water, and CO2. Humans do it, animals do it, and engines and furnaces do it. They can't help it; it's just a chemical reaction. There can never be too much CO2 because the plant life needs it and the human body chemistry must have it. Incomplete combustion is the biggest problem by far. The more efficient the engine the better.
Eons ago people were choking to death in LA from smog, brought on by the above problems. That was repaired, to some degree. Still, campfires burned, people and animals exhaled and flatulated, and cars and trucks and buses and airplanes and a million other sources gave off CO2. "Somehow" the earth's atmosphere was able to survive until Obama and Biden came along.
But, there was, and still is, hope for cleaner air; lots of hope! This comes in the form of a fuel cell and a plasma furnace, something most people have never heard of; both of which proves my point that the reason we don't improve life on this planet is politics, and men and women who want to exploit the situation for personal gain.
I was the Fuel Cell engineer and Program Manager on the Space Shuttle. We had to make our own electricity in orbit, and the fuel cell did it, with chemistry and other simple and widely available ingredients.
After I retired, I decided to try and market the product, for generating electricity without combustion. There was a well known international company that was producing a fuel cell that ate CO2! In other words, it could produce electricity using the CO2 in the air, e.g., from a furnace exhaust.
Later on, while I was looking for a cheap source of H2 for my fuel cells (cars, etc.) I came across a company in Pittsburg that had a plasma furnace up and running, doing R&D of new applications.
A plasma furnace is one that operates at between 6500 and 10,000 Degrees Fahrenheit. Any kind of waste material, repeat, any kind except nuclear, can be processed through it and the energy contained in the organic structure is then used to generate electricity, etc.
Plasma energy is 6500 Degrees Fahrenheit or more and, when waste is dumped into it, the molecules of which it is made, say a gallon of used oil, an old rubber tire, or a ton or more of municipal waste (garbage) the organic molecules are broken down to an assortment of raw chemicals which can easily be combined into a new product.
The inorganic stuff winds up as glass or an ingot of metal. The plasma furnace gives off no emissions whatever. The residual heat energy is used to make steam that can distill water or drive a turbine. A plasma furnace consuming 2000 tons/day of municipal waste avoids landfills and pollution.
The output of the furnace depends on the source, (e.g., a ton of old tires has the same energy content of a ton of anthracite coal - very high, but a ton of municipal waste has only 12% usable energy). This means that the biggest gain comes from using very hazardous waste. Ironic!
The federal government stores all old tires in special dump sites because of the hazardous nature (fire cannot be put under control!) but if they were put into a plasma furnace they would produce an enormous amount of free, clean energy.
One of the really "funny" things about all of this is that Obama says he wants clean air, and energy, but he ignores the solution!
When the waste is broken down the existence of raw Carbon, Hydrogen and Oxygen means that you can construct a pure, clean molecule of ethane, one of the cleanest hydrocarbons.
Pharma companies do this to make new drugs, etc. all the time!
As for why this thing never got off the ground, it's quite simple. The officials in large cities, who have the greatest need for this are in the "pay" of the landfill companies! We tried every one you can think of, even Mexico City, and were just politely ignored. We briefed Rick Perry when he was Lt. Gov of Texas, and he was not interested, at all.
By the way: At the time I was trying to get this done here in America Japan was operating five or six 100 tons/day power plants to consume and destroy the extremely toxic waste that was threatening their clean water supply, and their health. No problems! Just seeing a real problem and solving it.
We had another interesting experience with a Mexican coal mine near the border at Nava. They sold "dirty coal" (40-50% dirt, rock's, etc.) to a power plant in the near vicinity, at a low price, and were not making much money. We told them to build a plasma furnace and reduce the coal to gas or liquid fuel. This was great! But, PEMEX would not let them do it!
We offered a similar plan to eastern Kentucky coal mines (for clean-burning) but they thought it was a scam! They would rather go out of business!
Summary: clean air is possible, but politics is impossible.
